I think the most interesting part of this analysis is that if GSA is successful in the claim that the Rule of Two doesn't apply to FSS Schedules then it could actually INCREASE the use of the schedules in an effort to bypass the Rule of Two anyway.
This could have something to do with the fact that it seems that more of our clients have come to us in the past 2 - 3 for assistance getting on the GSA Schedule because they have been specifically asked by an ordering agency to do so.
The first protest on the GSA applicability should be a hot one indeed.
